Can an offer letter be an alternative to an employment contract

Where an employee has an offer letter with salary info on and basic terms and conditions can it be used as an alternative to an employment contract for the application?

The letter has contractual effect. Provided a letter setting out an offer of employment is accepted then it would give rise to the same contractual obligations to pay the salary at the level stated in the letter as in an employment contract.
